    Big Hairy Audacious Goal (BHAG) for 10 years from now:

    In 10 years, the legal landscape surrounding the sharing and re-use of research data from publicly funded research will be transformed. My big, hairy, audacious goal for Funded Research is to establish clear and comprehensive legal conditions that apply to the sharing of research data and to inspire a culture of open collaboration and data sharing among researchers.

    To achieve this goal, the first step will be to address the current legal barriers to sharing research data. This may include amending privacy laws and intellectual property rights to enable researchers to share data without fear of legal repercussions. Additionally, establishing guidelines and best practices for data sharing will provide a framework for researchers to comply with legal requirements and ensure ethical use of data.

    Furthermore, my goal is to encourage a shift in the academic culture towards open science principles. This includes promoting the idea that openly sharing research data benefits not only individual researchers, but also society as a whole. Through education and training programs, researchers will be equipped with the knowledge and skills to ethically and effectively share their data.

    Another important aspect of this goal is to collaborate with funding agencies and institutions to incorporate data sharing requirements into research funding agreements. This will provide researchers with the necessary resources to make their data available, while also ensuring compliance with legal regulations.

    Finally, in 10 years, I envision a robust and interconnected network of data repositories, making publicly funded research data easily accessible for reuse. This will enable researchers to build upon previous findings, leading to accelerated scientific progress and breakthrough discoveries.

    The client, a large public research university, was looking to better understand the legal conditions surrounding the sharing of research data from publicly funded research. With the increasing emphasis on open science and the importance of data sharing in advancing scientific knowledge, the university wanted to ensure they were complying with all legal requirements and also encourage more sharing and re-use of research data among their faculty and other researchers.

    Consulting Methodology:

    Our consulting team began by conducting a thorough analysis of the legal landscape surrounding research data sharing. This involved reviewing relevant laws, regulations, policies, and guidelines at the federal, state, and international levels. We also interviewed key stakeholders within the university, including researchers, legal counsel, and Research Data personnel, to gain a deeper understanding of their perspectives and current practices.

    3. Research Data Policy: A policy document outlining the university′s approach to managing research data, including provisions for data sharing and re-use. This policy was designed to align with the legal conditions framework and best practices guidelines.

    4. Training Materials: Customized training materials for researchers, legal counsel, and Research Data personnel to increase awareness and understanding of the legal conditions and guidelines for sharing research data.

    Implementation Challenges:

    While the legal conditions framework and guidelines provided a comprehensive approach to addressing the client′s needs, there were several implementation challenges that needed to be addressed. The most significant challenge was ensuring buy-in and compliance from researchers.

    To address this challenge, we worked closely with key stakeholders to develop an education and outreach plan that focused on communicating the benefits of data sharing and re-use, as well as the legal requirements and best practices. We also provided hands-on workshops and one-on-one consultations to assist researchers in implementing the guidelines and complying with the Research Data policy.

    KPIs:

    To measure the success of our consulting engagement, we tracked the following Key Performance Indicators (KPIs):

    1. Number of Research Data Sharing Requests: This KPI measured the number of requests received from researchers to share their data with external collaborators or to access data from other researchers.

    2. Compliance with Legal Conditions and Guidelines: We conducted regular audits to ensure that researchers were adhering to the legal conditions and guidelines outlined in our framework.
