What is data governance?

Data governance assigns accountability for data: who owns each domain, what the agreed definitions are, what quality level is required, how long data is kept, who may access it, and how those decisions are enforced and measured. It is an operating model with named owners, not a document or a tool.

What is the difference between a data owner and a data steward?

A data owner is accountable for a data domain: they set the definitions, the quality thresholds, the retention and the access rules, and they carry the consequences. A data steward is responsible for the day-to-day work of applying those rules, monitoring quality and resolving issues. Ownership is accountability; stewardship is execution.
