What is a capability maturity model used for?

A maturity model scores how consistently a capability is performed, usually on a scale from ad hoc through defined and managed to optimising. It is used to establish a baseline, agree a realistic target level, and sequence improvement. The value is in the evidence behind each score, not in the number itself.

What is a target operating model?

A target operating model describes how an organisation will work once a change lands: the processes, the organisational structure and roles, the technology, the data, the governance and the locations. It is the bridge between strategy and implementation, and it is what makes a transformation testable rather than aspirational.
